Captain Loic Moudouma

Strategy, Force Planning and Decision Making Maritime Safety and Security Expert

Captain (Navy) Loïc N. Moudouma has just spent 03 years as the Deputy Chief of the Gabon Navy Headquarters. He is now appointed as the Strategy Expert at the National Security Council. Captain Moudouma is also a member of the National Sea Council of Gabon.

From 2017-2018, Captain Moudouma worked at the Joint Staff as the Deputy Director General of Gabon Armed Forces. While there, he dealt with Joint Force planning, maritime boarder’s issues, illegal mining, poaching and all illegal activities at sea (Securing Blue Economy).

From 2014-2017, he was appointed as the Director of Operation of Gabon Navy and Launched the ALBACORE Mission Bob Baker (Securing and Protecting the Blue Economy).

From 2008 to 2013, he worked at ECCAS (Economic Community of Central African State) as an Expert in Maritime Aspect.

From 2006 – 2007, he attended the U.S. Naval War College at Newport.
Captain Moudouma has contributed in drafting: 1) Safeguarding Strategy for the Vital Interests at Sea of the ECCAS States of the Gulf of Guinea; 2) Code of Conduct of Yaoundé process; and 3) Integrated Maritime Strategy of Gabon.
